Taken From the Official USAPL Rulebook:

1. State Records may be set under all circumstances in which an American record is possible as well as in the following competitive situations:
(a) During sanctioned USAPL three-lift, two-lift or single-lift meets held in that state and judged by certified State, National, or International referees.
(b) During USAPL sanctioned National Championships judged by National or International referees.
(c) During USAPL Sanctioned Regional Championships judged by certified State, National, or International referees.

2. In order to set a state record, the lifter must be registered with USAPL in that state. This registration is evidenced by the lifter's mailing address on the USAPL registration card.

3. As mentioned above, "State Records may be set under all circumstances in which an American record is possible"
This includes the following:
(a) Three-lift State records must be set in full powerlifting meets.
(b) Single-lift State records may be set in single-lift, two-lift or full powerlifting meets. To receive credit for a single-lift State record the lifter must register a total.
